Boards & Commissions

To print a Board and Committee application form, please click here.  Vacancies will be posted next to the committee below.  Applications are accepted and kept on file when no current vacancy exists.

Plan Commission: The Twin Lakes Plan Commission reviews all zoning, subdivision, site plan and conditional use permit requests. After reviewing a submittal the Plan Commission forwards a formal recommendation to the Village Board for final action.  Review the calendar or call Village Hall to confirm the Plan Commission is meeting, as they meet on an as needed basis.

Board of Appeals: The Board is a quasi-judicial body that hears and decides appeals by property owners from provisions in the Village Zoning Code.  The appeal must demonstrate that a hardship would result from strict application of zoning ordinance provisions. A property owner bears the burden of proving “unnecessary hardship,” as that term is used in this subdivision, for an area variance, by demonstrating that strict compliance with a zoning ordinance would unreasonably prevent the property owner from using the property owner’s property for a permitted purpose or would render conformity with the zoning ordinance unnecessarily burdensome or, for a use variance, by demonstrating that strict compliance with a zoning ordinance would leave the property owner with no reasonable use of the property in the absence of a variance. In all circumstances, a property owner bears the burden of proving that the unnecessary hardship is based on conditions unique to the property, rather than considerations personal to the property owner, and that the unnecessary hardship was not created by the property owner. The Board of Appeals meet on an as needed basis.

Police Commission: The responsibility of the Police Commission is to provide for the recruitment of candidates for employment in the Police Department and to review and decide all disciplinary actions, including discharge.

Board of Review: The Board of Review is responsible for correcting any assessment errors. It conducts its hearings in a manner similar to a court.

Cemetery Board: The Cemetery Board is charged with the general administration of the Twin Lakes Cemetery, known as Mound Prairie Cemetery.

Board of Park Commissioners: The Board of Park Commissioners governs all public parks located within the Village, sets policies and reviews park land donation requests.

Ethics Board: The Ethics Board reviews all initial disclosure of interest statements, reviews any filed complaints of ethics violations, and conducts hearings on violations as needed.

Housing Committee: The Housing Committee oversees the administration of the Housing Rehabilitation Program.

Community Growth Commission: The Community Growth Commission reviews and updates the Smart Growth Comprehensive Plan 2005-2024.
